The signing of a partnership agreement between the University of Pretoria (UP)’s School of Public Administration and Management (SPMA) in the Faculty of Economic and Management Sciences, and the Public Service Sector Education and Training Authority (PSETA) will benefit not only students, but the public sector at large.
The Memorandum of Understanding (MoU) that was signed on 14 September 2023 will create new opportunities for growth, development and excellence. It will pave the way for various initiatives, including the funding of 20 students for qualifications in Public Management and Administration at UP to the value of R1.6 million. It will also support innovative research projects in various academic areas to a total value of R1.19 million.
This follows Cabinet approval of the National Framework for the Professionalisation of the Public Service, which took place on 19 October 2022. According to Dr Nkosinathi Sishi, Director-General of the Department of Higher Education and Training (DHET), this partnership will support the Framework’s aim of building a capable, professional and ethical state. The partnership represents a shared commitment between PSETA and UP to advance the public service sector as a major role player in addressing challenges, igniting hope for a better future.
Dr Sishi added that the DHET believes that this partnership will have a significant impact, not only on the students benefiting from this funding, but on the public service sector as a whole. “It will enhance the efficiency, effectiveness and responsiveness of our public service. It will help us to better serve our people, meet their needs and exceed their expectations.”
Elaborating on PSETA’s decision to partner with the SPMA, Bontle Lerumo, PSETA’s CEO, explained that the SPMA has a long-standing reputation as a leader in the field of public administration and management education. The graduates it produces are equipped with the necessary skills and knowledge to make a meaningful difference in society. This aligns perfectly with PSETA’s mission to promote skills development and innovation in the public service sector.
Prof Margaret Chitiga-Mabugu, Dean of the Faculty of Economic and Management Sciences, noted that, in a nation as vibrant and promising as South Africa, every young mind should have the chance to shine, to cultivate their skills and to contribute positively to society. “However, the harsh reality is that many of our students, despite being talented and eager, lack the financial resources to tap into the vast well of knowledge that institutions like UP offer. This is where PSETA's funding becomes invaluable. By stepping in to bridge this gap, PSETA is not just offering financial assistance; it is gifting hope, opportunity and a promise of a brighter tomorrow. This initiative ensures that socio-economic barriers do not stand in the way of education and that our students – irrespective of their backgrounds – can dream big.”
She sees this partnership as a testament to what can be achieved when like-minded entities, whether public or private, come together with a shared vision. “It is more than just a funding initiative. It is the promise of a brighter future for the students, for South Africa, and for the global community.”
Prof Gerda van Dijk, Director of the SPMA, hailed PSETA as a beacon of hope; a catalyst for change and a partner in the SPMA’s mission. “Its contributions allow us to fulfil the lifeblood of our university, which is teaching and learning. It breathes life into our dreams and empowers us to create a better world, a better graduate, and students who will be the change they want to see in the world.”
