New partnership promises opportunities for growth, development and excellence

A new era of partnership and cooperation between the Public Service Sector Education and Training Authority (PSETA) and the University of Pretoria's School of Public Administration and Management (SPMA) dawned on 14 September 2023, when the two institutions celebrated the recent signing of a memorandum of understanding. 

The SPMA, which is based in the Faculty of Economic and Management Sciences, has a long-standing reputation as a leader in the field of public administration and management education, producing graduates equipped with the necessary skills and knowledge to make a meaningful difference in society. According to Bontle Lerumo, CEO of the PSETA, this aligns perfectly with the PSETA's mission to promote skills development and innovation in the public service sector.

“The challenges faced by the public sector are extensive and multifaceted. These challenges require innovative solutions that are grounded in research, expertise and practical wisdom. And that's what brings us here today,” she noted.

The launch of the partnership follows Cabinet approval of the National Framework for the Professionalisation of the Public Service, which took place on 19 October 2022. According to the Director General of the Department of Higher Education and Training, Dr Nkosinathi Sishi, this partnership resonates with the Framework, which is intended to build a capable, professional and ethical state.

“Therefore, the gathering today is about a shared vision, a shared commitment to advancing the public service sector as a major role player in addressing challenges, igniting hope for a better future and creating opportunities for growth, development and excellence in our nation,” she said.

This partnership will pave the way for various initiatives, including the funding of 20 students to pursue degrees in Public Management and Administration at UP to the value of R1,6 million, as well as innovative research projects into various academic areas to the total value of R1,19 million.

“We believe that this partnership will have a significant impact not only on the participants of these programmes, but also on the public service sector as a whole. It will enhance the efficiency, effectiveness and responsiveness of our public service. It will help us to better serve our people, meet their needs and exceed their expectations,” Dr Sishi added.

Professor Margaret Chitiga-Mabugu, Dean of the Faculty of Economic and Management Sciences (EMS), noted that in a nation as vibrant and promising as South Africa, every young mind should have the chance to shine, to cultivate their skills and to contribute positively to society.

“However, the harsh reality is that many of our students, despite being talented and eager, lack the financial resources to tap into the vast well of knowledge that institutions like UP offer. This is where PSETA's funding becomes invaluable. By stepping in to bridge this gap, PSETA is not just offering financial assistance; it's gifting hope, opportunity and a promise of a brighter tomorrow. This initiative ensures that socio-economic barriers don't stand in the way of education and that our students, irrespective of their backgrounds, can dream big.”

For Prof Chitiga-Mabugu, this partnership is a testament to what can be achieved when like-minded entities, whether public or private, come together with a shared vision. It is more than just a funding initiative, it is the promise of a brighter future for the students, for South Africa and for the global community.

Professor Gerda van Dijk, Director of the SPMA, added her voice by hailing the PSETA as a beacon of hope, a catalyst for change and a partner in the SPMA’s mission. “Their contributions allow us to fulfil the lifeblood of our University, being teaching and learning. They breathe life into our dreams and empower us to create a better world, a better graduate and students who will be the change they want to see in the world.”
