The research team consisted of the Director of the Law Clinic, Mr Franciscus Haupt (convenor), an attorney at the Clinic, Ms Jani van Wyk, and Dr Penelope Hawkins from Feasibility (Pty) Ltd.
The report was finalised in December 2012 and the research culminated in a policy document to be submitted to Cabinet in 2013. The policy recommendations will be used as a baseline for consultation with industry stakeholders and to effect the necessary amendments to the legislation.
