Dear UP colleagues,
I trust this message finds you well. We understand the importance of keeping you informed about crucial matters affecting our University community, particularly regarding the ongoing salary negotiations.
The 2024 salary negotiations between UP management and joint labour (NEHAWU, UPWO and Solidarity) commenced on 6 September 2023. Subsequent meetings and interactions took place where salary mandates and demands were tabled and discussed.
As an agreement on an appropriate salary increase could not be reached, joint labour initiated a dispute at the CCMA for conciliation on 19 December 2023. A subsequent conciliation meeting between the parties took place on 12 January 2024. During this meeting, we presented the current financial situation, supported by a reduced revised budget provision from the Department of Higher Education and Training (DHET) to UP.
This revision communicated by the Minister of Higher Education, Science and Innovation on 12 and 28 December 2024, revealed a significant decrease in the block grant allocated to UP and the earmarked grant provision for our Faculty of Veterinary Science. The University's financial outlook for 2024 is further compromised by outstanding amounts from NSFAS and student debt, as well as the increased costs associated with load shedding.
Regrettably, the conciliation process reached a deadlock, prompting joint labour to express an intention to apply for a strike certificate. Given the financial challenges facing the University, it is crucial to understand that any additional increase could have adverse effects on UP's financial sustainability.
As a university that cares deeply about its community, we are doing everything we can to explore potential solutions to this complex situation. This matter will be discussed at the upcoming executive committee meeting scheduled for 30 January 2024. We want to assure you of our unwavering commitment to our employees and the organisation. Our goal is to reach an equitable solution with labour, acknowledging the shared interest in the well-being of our University employees. We have also expressed openness to further engagement, recognising the importance of reaching a mutually beneficial agreement.
In light of these challenges and the financial constraints currently faced by the University, we genuinely appreciate your understanding and support. Your dedication to the well-being of our institution does not go unnoticed, and we value your continued commitment.
