About the Project

Our research project, “From Property Tax Revenue to Tangible Service Delivery: Assessing Property Tax Mobilization Efficiency in South African Municipalities,” seeks to bridge this gap. Conducted under the auspices of the University of Pretoria's Public Policy Hub, this study will focus on the eight metropolitan municipalities—Johannesburg, Cape Town, eThekwini, Tshwane, Ekurhuleni, Nelson Mandela Bay, Mangaung, and Buffalo City. The research will analyse current property tax collection strategies within these metros, identify areas for improvement, and propose actionable solutions tailored to their unique contexts. Our goal through this research is to provide evidence-based recommendations that will help municipalities secure the necessary revenue to effectively deliver essential services that residents, including you, depend on.

Financial Target and Need

We need to raise R186,000 to complete this crucial research. Although our dedicated student researcher, Sibongokuhle Maphalala has received a full Mastercard bursary for tuition and living expenses, the bursary does not cover essential research-related costs. These include travel to municipalities, accommodation, data collection software, stakeholder workshops, and the preparation of reports for local governments. Additional funds are also needed for the attendance of international conferences where the research findings will be shared with an international audience, thereby ensuring that our solutions have a global impact.

About the Public Policy Hub 

This project is led by the University of Pretoria's Public Policy Hub (PPH), which bridges the gap between researchers and policymakers, fostering transdisciplinary, policy-focused research that drives evidence-based decisions.

The Hub tackles some of the most pressing issues facing South Africa today, with a commitment to delivering immediate, lasting, and transformative: solutions that benefit all citizens. Under the leadership of Professor Nara Monkam, Head of the PPH and an expert in public finance and policy, this research will not only be rigorous but also impactful. Through her leadership, the findings will contribute to meaningful insights into the national discourse of property tax efficiency.

Professor Monkam will guide and mentor the student to ensure that the research adheres to the highest standards of integrity and scholarship.

Maphalala is a master’s student in Economics at the University of Pretoria, where she earned her undergraduate qualification in the same field. Her research interest lies in property taxes, which was sparked by her curiosity about how property taxation can fund essential services and shape communities. She is committed to conducting research that drives meaningful public policy changes in society. With the combination of youthful innovation and seasoned expertise, the study is anticipated to make a meaningful impact on society.
