Dr. Tomas Balco, an extraordinary lecturer at the ATI, obtained his PhD from Masaryk University in Brno, Czech Republic on 2 November 2018. His PhD titled "Specific issues of Appliation and Interpretation of Tax Treaties" includes analyses of errors in designing national tax treaty policy, mistakes made during tax treaty negotiations and the impact hereof on tax revenues in developing countries.
