The African Tax Institute (ATI) at University of Pretoria (UP), in collaboration with the Abdul Latif Jameel Poverty Action Lab (J-PAL), and the Climate Action Platform Africa (CAP-A) hosted the Convening on Carbon Pricing, Carbon Border Adjustment Mechanisms and the Green Transition on 25 – 26 March 2025 at the UP Future Africa Campus. The convening was led by global climate, tax, and trade experts, Professors Kimberly Clausing from the University of California, Los Angeles, Annet Oguttu of the ATI and Catherine Wolfram from the Massachusetts Institute of Technology.

This event brought together government delegations from across Africa, Asia, Europe, and Latin America, actively working on or exploring carbon pricing, markets, and/or responses to CBAM, alongside researchers and practitioners with expertise in international trade, tax administration, and carbon pricing.

Delegates at the convening

The event achieved the following main objectives:

  1. It brought key government actors and experts together to discuss the impacts of carbon border adjustments and other carbon pricing mechanisms on low- and middle-income countries.
  2. It built an understanding of key issues determining policy response options and their likely benefits and costs.
  3. It connected policymakers and with practitioners and researchers.
  4. It identified research gaps and priorities, data needs, and opportunities for future collaborations.

The generous grant from the Bill and Melinda Gates Foundation made the event possible.
