Dr. Monkam presented her paper “Aid and Property Taxation in Francophone Africa”, which analyses property tax systems as practiced in some francophone countries by identifying major issues and constraints they face. It also explores avenues to design and implement more effective property tax reforms and examines the role of aid in strengthening property tax as a source of national and/or municipal revenue in Africa.

This conference gathered academic and professional experts, policy makers and civil society campaigners from across Africa and beyond to discuss challenges facing African countries in their efforts to strengthen domestic resource mobilization capacity; to address problems posed by offshore tax havens and the increased prevalence of tax evasion, tax avoidance and capital flight; and to discuss challenges facing the extractive industry in Africa and propose solutions to help reverse the so-called “resource curse” problem.

The conference proceedings (“The Nairobi Declaration on Taxation and Development”) will be disseminated widely to inform and shape policy initiatives and campaigns being undertaken by African and international CSOs, national and international bodies and aimed at influencing policies through forums such as the AU Conference of Ministers of Economy and Finance, the ECA Conference of African Ministers of Finance, Planning and Economic Development, and the G20 Summit.

Tax Justice Network-Africa (TJN-A) is a Pan-African initiative and is part of the Global Tax Justice Network that seeks to promote socially just, democratic and progressive taxation systems in Africa.
