He was co-presenter of a paper entitled “Property Taxation and Land Taxes”. This paper, co-authored by Dr William McCluskey of the University of Ulster, will be published as a chapter in a Lincoln Institute book, namely Metropolitan Government Finance in Developing Countries, in 2012. The editors of the book are Roy Bahl, Johannes Linn and Debbie Wetzel.

Prof Franzsen also visited the Vienna Joint Institute in Vienna, Austria from 17 to 22 July 2011, where he was one of the instructors for an International Monetary Fund (IMF) course on the Taxation of Immovable Property. The course was attended by 30 senior government officials from 21 countries in central and eastern Europe, as well as central Asia.
