Well-known Professor in Public Management and Administration dies

He was full-professor in the School for Public Management and Administration in the Faculty of Economic and Management Sciences.

Prof Brynard obtained the BA degree, MA degree, DPhil degree and the Diploma in Tertiary Education at the University of Pretoria (UP). He was appointed as lecturer at UP in March 1980.

He has published articles in the field of public management and administration and also contributed to several books in the subject field. Prof Brynard was previously employed in the national government for eight years and six months. He received the Mellon Foundation Excellence Award in 2001 and the best Online Course Award in 2003.

Prof Brynard was also a member of a number of commissions of inquiry into government matters, specialising in decision-making, policy-making and implementation, urbanisation studies, commercialization, privatisation, e-governance and online education. He taught in the Doctoral Programme in Leadership Studies at Gonzaga University in the United States in 2001 and did research in policy implementation at Erasmus University in the Netherlands in 1997 and in 2008. He delivered several papers at international conferences and was a Member of the Research Committee of the Faculty of Economic and Management Sciences. He is a NRF rated researcher.

Some of his recent publications include: ‘The role of civil society organisations in policy-making processes in Rwanda’; ‘The nature of the policy problem’; ‘The implementation of the Child Support Grant Policy’; ‘Implementation for service delivery in South Africa – issues and lessons ofexperience’; ‘The policy gap in South Africa’; ‘Civic engagement and public policy implementation: the child supportgrant’; ‘Multiplicity in Public Policy Implementation’ and ‘Mapping the factors that influence Policy Implementation’.

Some of Prof Petrus Brynard’s strongest characteristics were his total dedication to his career as Professor; his attention to detail; his outstanding publishing and research achievements; his excellent teaching capabilities and the very positive impact he had on each student and staff member who associated with him over the past 32 years.

His sense of humour and the professional way in which he addressed each challenge will always be remembered. His family will remember him for his warmth and kindness and his absolute integrity. Everyone will have memories of his outstanding interpersonal relationships. He was loved and respected.

His funeral will be held on Wednesday, 25 April 2012 at 13:00 in the ‘Nederduitse Gereformeerde Kerk’, 269 Lancia Street, Lynnwood Ridge, Pretoria, Tel (012) 348 5135.
