Based on the results of PIRLS 2006, it was decided that for countries where a large proportion of learners are still developing fundamental reading skills at the Grade 4 level, a prePIRLS assessment, consisting of shorter passages, easier vocabulary and syntax, would be developed. It is hoped that prePIRLS, in which South Africa will participate, will give countries the best possible measurement of their learners’ reading abilities in addition to improving the teaching and learning of reading literacy so that all learners become self-sufficient readers.
