U.S. Naval Academy, he has taught at the Universidad de Salamanca as a visiting researcher at their Instituto de Iberoamerica; at the College of William and Marry; Wake Forest University; and the Facultad Latinoamericana de Ciencias Sociales (FLACSO) in Quito, Ecuador. He holds a Ph.D. in political science from the University of Pittsburgh. An expert on comparative politics with a focus on Latin American policy, he researches the effects of political institutions on democratic stability, policy making, and governance. Along with teaching, he has delivered briefings for the U.S. State Department, the Defense Intelligence Agency, and U.S. Southern Command. He has also served as an election observer in Ecuador for the Organization of American States.
