This analysis for the South African Foreign Policy Initiative revisits some debates on South Africa’s foreign policy. It suggests that a proper review of South Africa’s foreign policy is long overdue. The recent draft White Paper on International Relations is an insufficient attempt. Similarly, the policy document of the African National Congress (ANC), prepared for its forthcoming national policy conference, shows little evidence of clarity of thought on foreign policy challenges confronting South Africa today, and the kind of priorities the country should pursue.
