1.1 The Residence Management must enforce discipline in the House. After the Residence Management Disciplinary Committee has tried a case of serious offence, the case will be shown to the Head: Student Development. After that the case will be shown to the Student Dean and Vice Rector.
1.2 The following rules are implemented to ensure law and order in the House. The Residence Management has the right (when necessary) to give a house member a disciplinary hearing even if the punishment is not listed in the regulations.
1.3 This document submits to the document on Discipline: University Controlled Residences. Together with Article 13 of the Private Act of UP, as given in the UP-guide.
2.1 The Residence Management appoints a Disciplinary Committee in accordance with the Residence Constitution and the Regulation on Discipline. The Disciplinary Committee (which includes the Primaria, Resident Head, Deputy Primaria and student court judge) tries a case in which a house member is accused of a formal offence. If the verdict is guilty, the following punishment may be enforced:
2.1.1 Offender may be rebuked and warned
2.1.2 A maximum fine of R150, 00 can be given.
2.1.3 Advise the Rector to expel the student from the House, or deny her re-admission for the next year.
2.2 With less serious offences, the Residence management can use their own discretion to give a disciplinary hearing, where a fine of maximum R50 can be given.
2.3 The Disciplinary Committee keeps a complete register and minutes of all disciplinary hearings and punishments given.
3.1 The Student has the right to represent herself when accused.
3.2 The student has the right to appeal (in written form) any punishment given by the Disciplinary Committee. The Disciplinary Committee must receive this document within 24 (twenty-four) hours after receiving the punishment.
3.3 When a student is suspended or if re-admission is denied, the student may appeal within 24 (twenty-four) hours. The appeal must be in writing and addressed to the Chairperson: Residents Council, the Student Dean and Vice Rector: Personnel and Student Services.
3.4 A student must abide when a punishment is given. And in the case of an appeal, abide by its findings.
4.1 House members must be informed as soon as possible of the date when the Disciplinary Hearing will be held. The Disciplinary Hearing must take place at least 7 (seven) days after the student received the notice.
4.2 Fines must be given within 48 (forty-eight) hours after the offence has taken place. These fines can be delivered personally of through post.
5.1 House Meetings
5.1.1 Attendance for the first hour of the meeting is compulsory for house members.
5.1.2 The Primaria must receive written excuses and motions 24 (twenty-four) hours prior to the meeting.
5.2 Intercom
5.2.1 A house member is only allowed to use the intercom if there is no first year on duty or with the permission of an HC-member.
5.2.2 “Attention Ladies” may only be used with the permission of an HC-member.
5.2.3 Only phrases given to the House may be used over the intercom.
5.2.4 After closing time, the intercom may only be used with the permission of an HC-member.
Penalty: A .disciplinary Hearing will be held.
5.3 Study time and noise
First years study times:
Monday – Thursday 19:00 – 23:00 with a break between 20:30 – 21:00
5.2.1 No first year is allowed to walk around during study times. She has to be in her room.
Penalty: Outside the code door: Disciplinary hearing.
5.2.2 No excessive noise will be permitted between 19:00 and 06:00. This is applicable for the residential premises.
Penalty: A Disciplinary Hearing is given.
Note: An overall academic atmosphere must be maintained.
5.4 Telephone Use
5.4.1 If a house member is waiting for a phone, she is allowed (after seven minutes) to bring it to the attention of the house member using the phone. After 3 (three) minutes, she must end her conversation.
5.4.2 Only house members may use the telephones. In the case of an outsider using the telephone, any Klaradyner may escort her out of hostel.
5.5 Closing Time
5.5.1 Closing times are as follows:
Monday to Thursday: 23:00
Friday : 01:00
Saturday: 01:00
Sunday: 23:00
5.5.2 Long weekends, short holidays and supplementary examinations
If there is a small number of girls in the House the doors must be locked at 19:00 for security reasons. Notices must be put up by the HC-member on duty beforehand.
5.6 Code door
5.6.1 Only an HC-member on duty may give out the code. A house member must sign for the code. The code may not be obtained in another manner.
5.6.2 The code door may not be opened from the inside or outside after closing time for anyone without the code. The HC-member on duty must be woken to open the door and a fine will be given, if necessary.
5.6.3 First years are not allowed to use the code door after closing time.
Penalty: If the use of the code door is abused or neglected, eg: the door is not closed properly, it will lead to the following:
5.6.3.1 The code door facilities will be terminated for the whole House. (As decided in a House Meeting.)
5.6.3.2 Offender will receive a Disciplinary Hearing.
5.7 Men
5.7.1 Open evenings, as decided by the House Management, in co-operation with the Student Dean, will take place with the following University prescribed procedures.
5.7.1.1 First years may under no circumstances receive men in their rooms.
5.7.1.2 A man will call a house member over the intercom. The house member will answer and receive her visitor.
5.7.1.3 The hostess will sign a control list at the control point where an HC-member is situated.
5.7.1.4 Every house member can receive a maximum of 3 (three) men.
5.7.1.5 If a house member signs a man in, she will take full responsibility for him.
5.7.1.6 Men are not allowed to move around the residence unescorted or to use the ladies’ bathrooms.
5.7.1.7 House members must escort men down to the foyer and sign them out.
5.7.1.8 No excessive noise is allowed.
5.7.1.9 Except for open evenings, men are only allowed in the residence with the permission of the Primaria, Deputy Primaria, Resident Head or HC-member on duty. (In that specific order.)
5.7.1.10 See policy for open visiting hours of the opposite sex for University controlled ladies residences.
5.7.2 During open days, as decided by the House Management in co-operation with the Student Dean, the following University prescribed procedures will apply:
5.7.2.1 A hostess must sign her visitor in.
5.7.2.2 When a visitor leaves, he must be signed out.
5.7.2.3 The book to sign in may not be left under a first year’s supervision.
5.7.2.4 The HC-member that fails to do her duty or that leaves the book under supervision of a first year will be fined. (As defined in the Fine list.)
5.7.2.5 She will bring it to the house members’ attention that men must leave the residence. She will check that all men have left.
Penalty: Offender of these rules will receive a Disciplinary Hearing. If the offender is then found guilty, she could:
5.7.8.1 Receive a Fine or some form of duty and/or a letter is sent to her parents.
5.7.8.2 Be recommended for suspension.
5.8 Open times
Ladies may receive men:
Wednesday evenings: 20:00 to 23:00
Sunday evenings: 20:00 to 23:00
Penalty: If a lady should take a man to her room outside the specified times without permission, there will be acted according to the stipulation in 5.7.
5.9 Illegal alcohol and/or drug abuse
5.9.1 No house member is allowed to be under the influence of the above-mentioned substances on the residence grounds.
5.9.2 None of the above mentioned substances are allowed in a house members’ rooms or on any area of the residence premises. Visitors may not carry the substances with them.
5.9.3 House members may obtain written permission from the Primaria to hold liquor in her room.
Penalty: Offender will receive a Disciplinary Hearing. If found guilty, she could:
5.9.3.1 Receive a Fine and/or a letter is sent to her parents.
5.9.3.2 Be recommended for suspension.
5.10 Smoking
5.10.1 Klaradyners may not smoke at functions where she represents the House. (When wearing faculties / Klaradyn clothing.)
5.10.2 House members may not smoke on residential property. She may smoke in her room with the permission of her roommate.
5.10.3 Klaradyners may smoke at House functions if the function is not held on residential property. (With the exception of the House Dance.)
5.10.4 House members may not smoke if they can be identified as a Klaradyner, eg. In first years wear.
5.10.5 Klaradyners are allowed to smoke in their rooms with the permission of their roommate.
Penalty: Receive a Disciplinary Hearing and be punished accordingly.
5.11 Dress Code
5.11.1 House members are not allowed to appear in pajamas, barefoot, slippers, only underwear or a towel in the foyer or the dining hall.
5.11.2 All house members must dress accordingly when moving in the corridors – especially when it is open evening.
Penalty: Offender will be asked by an HC-member to change her clothing. On refusal a Disciplinary Hearing will be given .
5.12 Access into rooms by House Management
Members of the House Management (at least 2 (two) HC-members) or the House mother and an HC-member may enter a room without warning even in her absence should they suspect illegal activities taking place in that room.
5.13 Theft
Theft will not be tolerated. A house member caught stealing will be brought before the Registrar according to sub-article 1.3.
5.14 Bicycles
Bicycles may be stored in a house member’s room. Bicycles may not be stored on the emergency stairs or foyer. It can get in the way in the case of an emergency evacuation. Bicycles may be stored on floor 1, with the permission of the Administration HC-member.
5.15 Pets
No pets are allowed in the residence.
Penalty: The house member can be asked (by an HC-member) to remove the pet. If she fails to do so, further action will be taken against her.
5.16 Washing Rooms
5.16.1 Only washing powder for automatic washing machines may be used
5.16.2 Items, eg. tekkies or sneakers that can cause damage may not be washed in the washing machines.
5.16.3 Washing times are between 07:00 and 23:00.
5.16.4 No clothes may be hung outside a room.
5.17 Unauthorised ownership of weapons or fire-arms
5.17.1 No dangerous weapons or firearms may be held in a room. Resident head will secure weapons for house members.
5.17.2 If weapons are discovered, they will be confiscated. Ownership must be proven to reclaim weapons and a Disciplinary be given.
5.18 Non-payment of fines
5.18.1 A house member must pay a fine within 14 (fourteen) days of receiving the fine.
5.18.2 If a house member refuses to pay the fine it will be doubled.
5.18.3 If the doubled fine is not paid within 7 (seven) days after it was received; the house member will receive a second Disciplinary Hearing. The case will be brought before the UP- Disciplinary Committee.
5.19 Interest list
Posters for the interest list must have an expiry date. House members that put their names on the posters are obliged to abide by the conditions stated on the poster before such a date. If there is no stated date, the HC-member must pay a percentage of the amount owed by the house member.
5.20 Behaviour that has negative implications for the Klaradyn name
This includes any behaviour that brings the name of Klaradyn in a bad light or undermines the discipline of the House.
Penalty: Disciplinary Hearing will be received and will be punished accordingly.
Second offence: Recommendation for suspension
5.21 Offence of stipulations of the official UP-regulation
Offender of the stipulations of the UP-regulations will be brought before the appropriate authorities. If a student is found guilty, it will be recorded in her personal file.
