The International Research Society for Public Management (2022) has argued that “Governance forms in-between public and private spheres are becoming more common and extremely influential in society”. Likewise, scholarly attention for hybridity, hybrid governance, hybrid organisations and hybrid professionalism has increased. In states around the world, more organisations do not classify themselves as public enterprises or private sector institutions but as government-sponsored entities with multi-stakeholder managements. Hybridity settings occur when public managers and administrators, business managers, politicians, community representatives and other professionals work together to achieve shared objectives and work towards establishing processes and actions to jointly undertake goal-oriented public practices. Hybridity governance has an influence on how public services are delivered and there is, therefore, a need to explore the theoretical underpinnings of how to manifest African hybridity governance as well as the strategy and policy implications thereof and to investigate relevant organisational systems and designs as well as the appropriate management practices that will promote hybridity. The value of empirical case studies will also assist in understanding how hybridity governance is applied in an African context.
The School of Public Management and Administration (SPMA), University of Pretoria, is hosting the Annual Conference of the Association of Southern African Schools and Departments of Public Administration and Management (ASSADPAM), and is calling for papers, centred around the following sub-themes. Papers focused on hybridity governance in Africa in general, outside of the scope of the themes, may also be considered, depending on the originality of the research.
Sub-theme 1: Hybridity governance in Africa: theoretical underpinnings supporting the realisation of hybridity structures, policies and practices.
Sub-theme 2: African hybridity case studies
Sub-theme 3: Hybridity and co-production in public sector service delivery
Sub-theme 4: Contemporary hybridity human resource management implications
Sub-theme 5: Financing the hybrid structure/policy/practice: practical considerations
Sub-theme 6: Monitoring and evaluation considerations in hybrid configurations
Sub-theme 7: Embedding hybrid governance through teaching and learning
High quality papers may be considered for inclusion as chapters in a forthcoming book on hybridity governance in Africa edited by the SPMA.
