Prof Riël Franzsen presents at the International Property Tax Institute Conference and Workshop

From 5-6 June 2018 the International Property Tax Institute (IPTI) held its 13th Mass Appraisal Valuation Symposium in Halifax, Nova Scotia, Canada. It was co-hosted by the Property Valuation Services Corporation of Nova Scotia and attended by more than 140 individuals representing practitioners, government, business and academia. Riël Franzsen presented a paper A Review of Issues and Prospects of Recurrent Property Taxes in Africa during one of the plenary sessions on 5 June. He gave an overview of the importance of recurrent property taxes in the context of Africa, thereafter highlighting the policy and administrative challenges faced by African countries in respect of property taxation. He indicated that there are some success stories, but that these tend to be at city level rather than country level. He concluded by stating that in light of Africa’s rapid urbanisation, countries and cities have no option but to improve their property tax policies, laws and administrative practices.

On 4 June, Riël Franzsen also participated in a one-day workshop on Addressing Challenges in Property Taxation as one of the co-instructors. In addition, Riël attended a meeting of IPTI’s Board of Advisors of which he has been a member since 1998.
