2019 Conferences

The ACEIE has been actively involved in a number of national and international activities related to Information Ethics, Media & Information Literacy, Artificial Intelligence and Language Technologies. Below is a brief overview off the international events. The ACEIE also published an article in the EBIT Innovate, available here.

Khanty-Mansyisk, Russia, 2019: Information For All Programme, Multilingualism and Information Ethics

Though not involved in the organisation and hosting of this event, the ACEIE is proud to be involved in the research and IFAP activities. The continuous involvement with partners across the globe, and specifically the BRICS countries, motivates and supports the 2018 The Cape Town Declaration. 

Second International Conference “Tangible and Intangible Impact of Information and Communication in the Digital Age” was held in Khanty-Mansiysk on 9 – 13 June, 2019, under the auspices and in cooperation with UNESCO.

Discussions within the Second International Conference “Tangible and Intangible Impact of Information and Communication in the Digital Age” held in Khanty-Mansiysk on 9 – 13 June, 2019, under the auspices and in cooperation with UNESCO in the framework of the XI International IT-Forum were focused on the following topics: “Digital Age: Quo Vadis?”, “Freedom of Information: Global Challenges for Utopia”, “Preservation of Cultural and Scientific Heritage in the Digital Age”, “Malicious Use of Artificial Intelligence and International Psychological Security”, “Media and Information Literacy and Ethics”, “Technologies and Linguistic Diversity”.

The conference was attended by experts from various fields – computer science, sociology, political science, philosophy, futurology, economics, history, as well as diplomats, politicians, government officials and journalists from 35 countries (Argentina, Azerbaijan, Belarus, Belgium, Benin, Brazil, Cameroon, Canada, Denmark, France, Georgia, Ghana, Hungary, India, Italy, Kazakhstan, Kyrgyzstan, Latvia, Moldova, Morocco, New Zealand, Pakistan, Peru, Philippines, Romania, Slovenia, South Africa, Spain, Sri Lanka, Turkey, Ukraine, United Kingdom, Uzbekistan, Zambia).

The conference was organized by the Russian Committee of the UNESCO Information for All Programme (IFAP), Interregional Library Cooperation Centre, UNESCO Institute for Information Technologies in Education, and Diplomatic Academy of the Russian Ministry of Foreign Affairs with the support by the Government of the Khanty-Mansi Autonomous Okrug – Ugra.

Belgrade, Serbia, 2019: Media and Information Literacy

In 2011, UNESCO spearheaded a process that led to the preparation of the Media and Information Literacy Curriculum for Teachers that includes content covering information, media, and technological competencies. The preparation followed a comprehensive process, which consisted of two international expert group meetings and a series of regional consultations including the training of trainers in Southern Africa, Latin America and the Caribbean, and Southern Asia. Over the years, teachers, NGOs, secondary schools, universities, development organizations, and civil society stakeholders have used this publication.

This is one of the key resources of UNESCO’s actions on Media and Information Literacy (MIL). It is highly demanded, exists in twelve languages, and has informed the development of further MIL resources by various partners across the world. Notwithstanding, it is necessary to initiate a second round of international dialogue around this crucial resource. This is increasingly needed in light of new developments in the digital domain including artificial intelligence, the emergence of new concepts such as global citizenship and digital citizenship education, and the exponential rise in disinformation. Enabling people’s critical thinking and digital wellness through MIL therefore becomes urgent. In September 2019, UNESCO will host international experts on Media & Information Literacy.

Following the event, the Updated Belgrade Recommendations on a Draft Global Standards for Media and Information Literacy Curricula Guidelines was released. A copy of the recommendations are available here.

Paris, France, 2019: International Conference on Language Technologies for All (LT4All)

Within the framework of the 2019 International Year of Indigenous Languages, a three-day (4-6 December 2019) International Conference was organized in UNESCO Headquarters, Paris, France.  The event  contributes towards the promotion of  human rights and fundamental freedoms of all language users to access information and knowledge in languages that are best understood. It also aimed to  encourage all relevant stakeholders to take concrete measures for the promotion of linguistic diversity,  truly multilingual internet and language technologies, with special focus on indigenous languages.

The ACEIE was involved in presenting at and facilitating sessions at the event as well contributed to the Day 1 (4 December 2019) report.

Background

The importance of the concepts of the 4th Industrial Revolution and Cultural Diversity were recently confirmed by various international forums and meetings. UNESCO events and meetings highlight the importance of both Cultural Diversity and the 4th Industrial Revolution, especially in relation to radicalism, economic development and the Agenda 2030. Other related topics include; global peace, radicalism, anti-radicalism, multilingualism and inclusion in the cyber space, definitions of culture, the structure of culture, the use and misuse of cultural diversity, the role of cultural diversity in sustainable development, and the management of cultural diverse communities. Following the relevance of reflexions on these concepts, structures like BRICS should also endeavour on its implications in modern day societies.

Following an informal meeting in Paris in 2016 between the IFAP Chairpersons of Russia, China and South Africa a joint event to further explore these concepts was again discussed in 2017 with Brazilian and Indian representatives. The Russian Federation’s Chairperson of UNESCO IFAP highlighted again the importance of these topics in BRICS countries, when he called a meeting of Global Experts that took place on 5 to 9 June 2017 in Khanty-Mansiysk in the Russian Federation. The meeting focus was on Multilingualism in Cyberspace for inclusive Sustainable Development and an international academic roundtable with academic representatives from Brazil, Russia, India and South Africa that highlighted the importance of these topics. At this roundtable the ACEIE was requested to prepare a project proposal to the BRICS countries aiming towards the formation of a platform to discuss the topics and their relevance in and between the BRICS countries.

In collaboration with BRICS representatives, UNESCO and IFAP structures, the ACEIE and the University of Pretoria was proud to host the International Policy Dialogue on IFAP Priority Areas in the BRICS countries in Cape Town, South Africa, from 4 to 6 July 2018, which brought together representatives from BRICS countries, IFAP committees as well as universities in Africa. Since South Africa is the BRICS Chair for 2018, this event was perfectly situated to advance the current state of South Africa as a leader in the field of Policy Development, Cultural Diversity and Information Ethics. The ACEIE is the Secretariat for the South African IFAP committee and will therefore seek to align the South African objectives with those of UNESCO and the broader academic community of this field.

The aims of this event was not only to establish IFAP committees in those countries without these structures, but also to strengthen the relations between the BRICS countries in the form of academic participation and expanding research on these subjects to a broader African participation, due to the importance of addressing cultural diversity. 

Conferences Objectives

  1. Creating a platform for the International Policy Dialogue on IFAP Priority Areas;
  2. Supporting the development of a sustainable dialogue group in BRICS, African countries and the Pacific Region;
  3. Strengthening collaboration between BRICS countries;
  4. Creating and revitalising the IFAP structures in the BRICS and African countries;
  5. Creating a network of IFAP in BRICS countries with objectives that include:
    • Research on matters related to the six IFAP objectives;
    • Mainstreaming the 2017 – 2021 UNESCO priorities such as Africa and Gender Equality into Knowledge Societies initiatives;
    • Research in Cultural Diversity and Radicalism;
    • Promotion of Cyber Ethics; and
    • Formal research proposals and priorities in the six IFAP objectives.
  6. Research on matters related to the six IFAP objectives including:
    • objective 1: information for development
    • objective 2: information literacy
    • objective 3: information preservation
    • objective 4: information ethics
    • objective 5: information accessibility
    • objective 6: multilingualism
  7. Mainstreaming the following SDGs in Knowledge Societies Initiatives:
    • Goal 3: Good health and well-being
    • Goal 4: Quality education
    • Goal 5: Gender equality
    • Goal 8: Decent work and economic growth
    • Goal 9: Industry, innovation and infrastructure
    • Goal 10: Reduced inequalities
    • Goal 11: Sustainable cities and communities
    • Goal 12: Responsible consumption and production
    • Goal 16: Peace, justice and strong institutions
    • Goal 17: Partnerships for the goals

 2017 Conferences

  • ANIEversary, 21 – 23 February 2017

On 21 to 23 February 2017 the 5th ANIE International Conference on Information Ethics took place in Pretoria, South Africa. The report compilation contains the individual session reports of the 12 World Café sessions. Each report was compiled by the facilitator and rapporteur and provides a factual and content overview of the main discussion points.
